This time is set aside to hear from any citizen who wishes to address the Mayor and Council. Citizens are asked to keep their remarks to three minutes. Priority will be given to speakers who have signed up in advance by calling the city Clerk's Office at 240-314-8280 by 4:00 p.m. on the day of the meeting and those who are speaking on an agenda item.

A. Authorization for the City Manager to execute a temporary revocable license and maintenance agreement allowing Federal Realty Investment Trust to use a portion of the dedicated public right-of-way on West Middle Lane for the re-construction and maintenance of a private parking area for the Courthouse Center Shopping Center (Center) located at 12 North Washington Street, until such time that the City would need to utilize this space. 
B. Extinguishment of a Stormwater Management Easement for Corporate Office Properties Trust.

7. Authorization for a modification to architectural/design contract with D'Agostino Izzo Quirk (DAIQ) Architects, for construction of the Arts & Innovation Center.

Introduction of ordinance to authorize the issuance and competitive sale of general obligation bonds of 2008, in an amount not to exceed $13,500,000 for the purpose of financing the construction of various improvement projects pursuant to the City’s Capital Improvement Program (CIP), and related issuance costs. 
9. Adoption of resolution to declare the official intent of the Mayor and Council to be repaid for certain expenditures from certain sources under U.S. Treasury Income Tax Regulation section 1.150-2.

THERE WILL BE A CITIZENS' FORUM AT EVERY MEETING, UNLESS OTHERWISE INDICATED. When listed, Drop-in will be held in the Council offices from 5:30 pm to 6:30 pm. All meetings are on Monday evenings unless otherwise indicated. Worksessions in City Hall will be televised.
