Introduction of Ordinance to amend Chapter 23 entitled "Traffic" of the Rockville City Code by amending Section 23-22 entitled "Notice of Violation; payment of penalty; failure to pay penalty; issuance of summons" so as to increase the fines for expired parking meters/stalls located in City-owned parking garages in the Town Center.

Change in Law or Policy
Amends Chapter 23 entitled "Traffic" of the Rockville City Code by increasing the fines for expired parking meters/stalls in City-owned parking garages in the Town Center. This ordinance will take effect on July 1, 2010.
Discussion
On May 10, 2010, the Mayor and Council directed staff to increase the fines for parking violations within City-owned parking garages in the Town Center to $40.00, which is consistent with other City parking violation fees. Increasing this fee will increase overall Parking Fund revenues, which will reduce the annual operating deficit in the Fund. Since the annual operating deficit still exceeds $1.0 million each year, the FY11 adopted budget also includes a transfer from the General Fund of $1,030,000.
Mayor and Council History
On April 13, 2009, staff recommended and the Mayor and Council approved reducing the parking fine amount of violations in the Town Square garages to $12.00. On May 10, 2010, it was recommended that the fees for parking violations be increased to $40.00.
Fiscal Impact
The newly proposed fee of $40.00 for parking violations in the Town Square parking garages will increase the estimated annual revenue to $110,000 in FY11.
