Award of Contract # APC MD DOIT, City Hall data center renovation services to design and build the replacement of the power infastructure and the installation of an additional cooling system to GTSI of Herndon, Virginia in the amount not to exceed $214,430.
Recommendation
Staff recommends award of a Contract to GTSI Corporation of Herndon, VA in the amount not to exceed $214,430 for the replacement of the power infrastructure and the installation of an additional cooling system for the City Hall Data Center.
Discussion
This is a turnkey project including the purchase of new equipment and all of the associated electrical, and mechanical work to replace the power and add an additional cooling system for the City Hall Data Center. The City's Data Center houses over 50 servers and is the critical core of the City's technology infrastructure. The uninterruptible power supply (UPS) is more than 20 years old and runs at over 90% capacity. An additional cooling system is needed to handle the amount of equipment that is now running in the Data Center and to provide backup/redundant cooling.
As part of this project, GTSI will replace the City's UPS with a American Power Conversion (APC) Symmetra three-phase 40 KVA unit. The unit will be delivered with five 10 KVA batteries offering 40 KVA of online power with one of the batteries serving as an automatic fail-over should one of the primary batteries fail.
The project also includes the purchase of a new air conditioning unit that is in-row rack mounted to provide more direct cooling of our rack-based servers and additional redundancy when our main cooling unit fails.
New server racks are also part of this procurement and all data center servers will be placed in four new racks with integrated power distribution and monitoring systems. This will allow IT and Facilities staff to remotely monitor temperature, security camera, and power usage in the facility. These monitoring systems will be configured to send text alerts to IT, Facilities, and Police Dispatch should any of the alarm thresholds be exceeded.
Mayor and Council History
This project was previously awarded by the Mayor and Council on June 16, 2008 to Digital Intelligence Systems Corporation (DISYS) utilizing a State of Maryland Contract, where the City's boilerplate contract documents were to be incorporated and govern. DISYS was unwilling to execute the City's boilerplate contract documents, and after eight (8) months worth of negotiations, efforts to contract the work with DISYS were terminated.
Procurement Information
Staff solicited proposals in accordance with City of Rockville Purchasing Ordinance Section 17-71 "Cooperative Procurement" amongst the State of Maryland's Department of Information Technology contractors authorized to provide APC products and services. The successful proposal from GTSI was received as follows:

An Evaluation Committee, consisting of City staff from I.T. with oversight from the City's Purchasing Division, independently reviewed the proposals based on the following criteria: understanding the requirements, approach and work plan; price, qualifications, experience and capabilities; and references. Staff subsequently submitted clarification questions to GTSI, engaged in value engineering and negotiations resulting in a not to exceed amount of $214,430.
Fiscal Impact
Adequate funding for this project is included in the City Hall Improvement CIP project (420-900-9B91).
Next Steps
Purchasing Division will finalize a contract with GTSI.
