Award of Architectural/Engineering Design Contract for Improvements to the Gude Drive Maintenance Complex to Wheeler Goodman Masek (WGM) of Annapolis, MD.

Recommendation
Staff recommends that the Mayor and Council award the Architectural/Engineering Design Contract for Phase II Improvements to the Gude Drive Maintenance Complex to Wheeler Goodman Masek (WGM) of Annapolis, Maryland in the amount of $132,860 via the Master Contract 08-08 (Category A- Architectural and Engineering Services).

Discussion
Project Description
This project is for the schematic design, programming and design development for Phase II of the Gude Drive Maintenance Facility Improvements CIP project. The consultant team will be required to provide architectural and engineering design services for the following:

  • Site layout, locations of new buildings, etc. (Review/adjustments to existing plans),
  • New Fleet Services building,
  • Renovation of the existing Fleet Services building,
  • New administrative offices,
  • Renovations to existing offices, and
  • Expanded parking.

Schematic design, programming and design development will identify key objectives and priority needs to be addressed by the facility and its programs. The consultant is required to generate three options for proposed designs for the site. All designs must be environmentally sustainable. This phase will involve meetings with staff, review of current design concepts and interviews with user groups. Changes to the current design concepts may include modifications to building foot prints and square footage, location of the fleet services building and adjustments to parking designs and locations. Upon completion of the schematic design, programming and design development, staff will direct Wheeler Goodman and Masek to prepare a proposal for detailed design, construction drawings and written specifications, and bid support and construction administration.

Background
The Gude Drive Facility Improvement CIP project funds the modernization and expansion of the City's Maintenance Complex. The Complex has exceeded its intended capacity. Existing facilities are in need of expansion, structural rehabilitation and modernization.

Phase I of the project included the construction of a new salt barn, stormwater management upgrades, access improvements, debris storage, parking circulation and expansion of the RedGate Golf Course driving range. Phase I construction was completed in July 2008. Phase II includes construction of a new fleet services building, renovations to the existing fleet services building, new administrative offices, renovations to existing offices and expanded parking.

Mayor and Council History
The Gude Drive Facility Improvement Project first appeared in the CIP in FY 1997. Since that time the Mayor and Council awarded the design of Phase I ( September 9, 2002), rejected over-budget construction bids for Phase I ( November 30, 2005) and awarded within-budget construction bids (October 1, 2007).

Options Considered
Staff reviewed proposals from three firms approved in the Master Contract 08-08.

Procurement Information
Quotes/proposals were requested on July 11, 2008. There are three firms under the Master Contract 08-08 (Category A Architectural and Engineering Services). Three quotes/proposals were received on August 4, 2008 as follows:

A committee including staff from Fleet Services, Public Works Operation and Parks and Facilities reviewed the three proposals. Although WGM's price is 30% more, they have twice the number of hours (1606) in the project as Shaffer, Wilson, Sarver and Gray P.C. (821) - the low price proposer. The value provided by the WGM proposal is considerably greater than Shaffer, Wilson, Sarver and Gray P.C

Wheeler Goodman Masek has substantial experience in design of similar maintenance facilities. This project will involve designing expanded offices for the departments of Recreation and Parks and Public Works. In other design projects for the City, WGM has done extensive work on studying office space needs for these departments looking at the next ten-year time frame. This places WGM in a position of having substantial information on the City's needs and being able to more efficiently approach the design work for this project. While the cost for WGM's services is higher for this initial design phase, this fee represents less than one-half percent of the total project cost.

At its October 22, 2007 meeting, the Mayor and Council awarded the Master Contract 08-08 to various firms for architectural and engineering services in the aggregate amount not to exceed $1,000,000 through June 30, 2008, with the option to extend for four additional one-year periods. All three architectural firms under the Master Contract 08-08 have been renewed through June 30, 2009. Consistent with the contract award, any individual task that exceeds $100,000 is to be presented to the Mayor and Council for approval prior to the Purchasing Division issuing a Purchase Order.

Fiscal Impact
Adequate funds are available in the Gude Drive Facility Improvement CIP project 420-900-7D91.

Next Steps
Upon Mayor and Council approval, the Purchasing Division will issue a Purchase Order to Wheeler Goodman and Masek consistent with the pricing structure, terms and conditions of Master Contract 08-08 (Category A). Work is anticipated to begin during September 2008.
