Recommendation
Staff recommends award of a time and material contract to Electric Advantage, Incorporated of Rockville, Maryland for fixed unit pricing for electrical control services in the amount not to exceed $260,000 for the initial two-year term with the option to extend the contract for one additional two-year period, not to exceed $260,000, contingent on the extension of the contract by Montgomery County and subject to the appropriation of City funds.

Discussion
This is a rider on Montgomery County Government Contract #9362000014AA. The contract will provide for specific electrical services, including but not limited to installation, repair and maintenance of interior and exterior electrical systems, emergency electrical generators and power supplies, as requested by the City. All services will be consistent with the specifications, requirements and pricing in the Montgomery County Government Contract.

The cost for the services will range from $64 per hour for a Control Specialist, $57 per hour for a Journeyman Electrician, $28 per hour for an Apprentice Electrician, $22 per hour for a Master Electrician and $8 per hour for a Helper. All services and installations are performed by a licensed Journeyman Electrician who may be assisted by a licensed Apprentice. Master Electrician services are required to perform plans review and permit application processing. The Master Electrician hourly rate is low due to the limited need for these services. Control Specialists perform repairs and installations of integrated power conditioning systems for IT equipment, emergency generators and energy efficiency control systems.

Electric Advantage, Incorporated of Rockville, Maryland is currently providing high quality electrical services to the City and Montgomery County.

The prior contract for electrical services was approved by the Mayor and Council on February 21, 2006.

Procurement Information

Montgomery County, Maryland awarded Contract 9362000014AA for Time and Material Electrical Control Services to Electric Advantage, Incorporated.

In accordance with Section 17-71 of the City Code, Cooperative Procurement; (b) The City may contract with any contractor who offers goods, services, insurance or construction on the same terms as provided other state or local governments or agencies thereof who have arrived at those terms through a competitive procurement procedure similar to the procedure used by the City.

Fiscal Impact
Sufficient funds are budgeted in Recreation and Parks Accounts 110-900-8511-0230, 110-900-7530-0231, 110-900-7531-0231 and other various Recreation and Parks contract services accounts.

Next Steps
Upon Mayor and Council approval, the Purchasing Division will issue a Contract to Electric Advantage, Incorporated consistent with the pricing structure, terms and conditions set forth in the Montgomery County Procurement Agreement.
