Recommendation
Staff recommends that the Mayor and Council award a contract increase to AAA Complete Building Services, Inc. in the amount not to exceed $138,585 for additional snow removal expenditures in the Rockville Town Square Management District.

Discussion
A contract increase is required for the additional snow removal completed by AAA Complete Building Service, Inc. within the Town Square Management District. Snow event expenditures for fiscal year 2010 included: December ($32,106.25), January ($22,550.03) and February ($96,888.66).

Per the Maryland State Climatologist Office, 14.3 inches is the annual average snowfall for Montgomery County. Total reported snowfall for the winter season of fiscal year 2010 exceeded 71 inches. Monthly snowfall totals are broken down as follows: December (more than 20 inches), January (more than 6 inches), and February (more than 45 inches).

Mayor and Council History
The Mayor and Council awarded RFP #1-09 for Management of the Rockville Town Square Management District to AAA Complete Building Services, Inc. at its December 15, 2008 meeting.

Procurement Information
Staff prepared and publicly advertised RFP #1-09 in accordance with the Purchasing Ordinance 17-61. The Purchasing Department issued Purchase Order #0804090082 to AAA Complete Building Services, Inc. in the amount of $621,220.44 through June 30, 2010.

Fiscal Impact
Sufficient funds are available in Parks and Recreation account 370-900-8503-0231. This line is fully funded from the real property tax revenue received from the Town Square special taxing districts, the Town Square Commercial District and the Town Square Street and Area Lighting District.

Purchasing will modify Purchase Order #0804090082 in the amount of $138,585.
