Award Bid #45-10, Construction of Sanitary Sewer System Improvements, Various Locations.
Recommendation
Staff recommends that the Mayor and Council award Bid #45-10 to Sagres Construction Corporation of Alexandria, Virginia in the amount of $567,700 for the construction (replacement) of sanitary sewer mains along Grandin Avenue, Kersey Lane, Brent Road, and within the Southlawn Office Industrial Center (SOIC).
Discussion
Project Description:
Sanitary sewer mains along Grandin Avenue, Kersey Lane, Brent Road, and within SOIC are in disrepair. Internal investigation of the sanitary sewer system found defects such as cracks in the pipe, broken pipe segments, and pipe sections that had settled (sags), which allows inflow and infiltration (I&I) into the sewer system, inhibits sewer flows, and has caused sewage backups. This project includes the replacement of sanitary sewer mains, manholes, and house connections within the public right-of-way. The old pipes will be removed and replaced with new PVC pipe.
Background:
In 2009, the City implemented a preventative maintenance (PM) program for the sanitary sewer system that includes closed circuit television (CCTV) inspections of all sanitary sewer pipes and manholes once every ten years. The inspections systematically assess and identify the condition of the sewer system components, so that staff can develop a comprehensive list of rehabilitation recommendations. Based on these recommendations, system rehabilitation is being implemented to replace the pipes and manholes.
Staff of the Department of Public Works (DPW) identified these failing pipe segments in the fall 2009. The subject sewer mains were internally inspected by DPW Maintenance Crews via CCTV. Typical rehabilitation consists of cleaning and lining the sewers with a cured-in-place liner. The “dig and replace” construction option is being used for this project because the sewer pipe defects are too severe to use the lining technique.

Public Notification and Engagement
Each of the four neighborhoods has received an advisory. These advisories provided information to the affected residents such as details about the project and the impending field survey activity. Another advisory will be mailed to each of the residents in the four affected neighborhoods at least two weeks prior to construction.
Procurement Information
Staff developed and publicly advertised IFB #45-10 in accordance with the City of Rockville Purchasing Ordinance Section #17-62. The bid was solicited using the State of Maryland's e-Maryland Marketplace bid web portal and 228 vendors were electronically notified. The solicitation also was posted on the City's Web site. In addition, the bid was sent out directly via e-mail to several vendors who have previously worked on utility projects for the City.
Sealed bids were received and opened on May 18, 2010. Three bids were received, as follows:

Sagres Construction Corporation has previously performed satisfactory work for the City, including several utility dig and replace projects as part of the Water Main Rehabilitation Program.
Fiscal Impact
Sufficient funds are available in the Sewer Main Rehabilitation CIP (project 220-850-9G34-0426).
Next Steps
Purchasing Division will issue a contract to Sagres Construction Corporation.
