Recommendation
Staff recommends that the Mayor and Council award Bid #43-08 to Olney Masonry, Corp. in an amount not to exceed $178,220 for construction, repair, and maintenance of various types of brick sidewalks and roadways within the City for the period through December 30, 2008 with the option to extend for two additional one-year periods contingent on satisfactory performance and funding.

Discussion
This award is for the City's annual requirements contract for the construction, repair, and maintenance of various types of brick sidewalks and roadways throughout the City as instructed by the staff at City's Contract Management Division.

In November 2007, staff prepared and publicly advertised IFB #43-08, titled "Requirements Contract, Construction, Repair, and Maintenance of Various Types of Brick Sidewalks and Roadways," for annual maintenance of all brick and paver streets and sidewalks in the City, located primarily in the Town Center and Historic District areas.

This is the first time this item has been brought before the Mayor and Council.

Options Considered
Staff weighs the needs and level of effort required and evaluates whether City forces or a contractor is the appropriate method to complete the work in an economical and efficient manner.

Public Notification and Engagement
Neighborhood advisories will be prepared and sent as appropriate.

Bid information was mailed to 67 firms, including four Rockville firms. Twelve bids were received. Each bid consisted of an initial base year bid and two optional one-year contract extensions. Bid results are:

Fiscal Impact
Adequate funding is provided in a variety of CIP and operating accounts as appropriate, including, but not limited to, Concrete Repair (420-850-7F11-0426), Asphalt Pavement Maintenance (420-850-8H11-0426), and Pedestrian Safety (420-850-4B71-0426).

Next Steps
Issue Master Agreement and begin work in early Spring 2008.
