Approval of Substitution Photographs in the Design of "Cornerstone," the trompe l' oeil public art mural, by William Cochran, for the concave wall at the intersection of North Washington Street and Beall Avenue.
Recommendation
Staff recommends the Mayor and Council approve the substitution photographs, as proposed by William Cochran, that better represent the site history.
Discussion
The Mayor and Council awarded the contract to William Cochran at their June 30, 2008 meeting, for the trompe l'oeil mural, "Cornerstone," to be installed on the concave wall at the N. Washington St. and Beall Ave. intersection, in Town Square. According to the contract, the artist may submit substitution photographs for up to six (6) of the 28 photographs to be included in the Design.
Specifically, the contract states:
Changes in Design
The following changes are specified in advance as minor changes to the Design that are permitted by the City:
(1) substitution of of to 6 (six) of the 28 photographs depicted in the Design if, in consultation with Peerless Rockville, Artists finds photos that Artist believes better represent site history, or if Artist is unable to secure clear reproduction permissions for images in the Design for the uses described herein and must substitute a photograph for that reason. The specific photos to be substituted must be approved by the City, through the City Manager, in consultation with the Mayor and Council, which approval shall not be unreasonably withheld. The City will provide its written approval or disapproval of a proposed substitute picture within thirty (30) days of Artist's written request.
The artist has proposed a group of eight (8) pictures, six (6) of which will be used as replacement images in the mural.
Mayor and Council History
The Mayor and Council awarded the public art commission in the amount of $28,000 to William Cochran for "Cornerstone," at their June 30, 2008 meeting. At this meeting, the Mayor and Council approved the contract for artist services between the City of Rockville and Studio William Cochran, Inc.
Next Steps
Upon approval of the substitution photographs by the Mayor and Council, staff will notify William Cochran in writing to proceed with the change in design.
