Recommendation
It is recommended that the Mayor and council consider the attached draft Mayor and Council Vision 2020 (Attachment A) and provide direction to the City Manager.

Change in Law or Policy
A new Vision would replace the current Mayor and Council Vision adopted in 2008. The Vision is an overarching strategic policy statement expressing the Mayor and Council's consensus view of how Rockville should be in ten years.

Discussion
Revisions to the draft presented on June 14, 2010 are shown in "red-line" format. The revisions shown have been requested by the Mayor and Councilmembers.

Mayor and Council History
At its meeting of May 10, 2010, the Mayor and Council directed the City Manager to prepare a draft Vision based on the January work sessions and previous drafting efforts. The draft was prepared and presented for discussion by the Mayor and Council at its June 14, 2010 meeting. Requests for changes were made during the meeting, and it was agreed that Councilmembers would provide the City Manager additional requested changes in advance of the June 21, 2010, at which time the Mayor and Council would continue its deliberations on the Vision.

Next Steps
Provide direction to the City Manager. Adopting of the Vision by July 12, 2010 will allow for its inclusion in the FY 2011 Adopted Budget book. The inclusion of an adopted Vision is one of the standards used by the Government Finance Officers Association for its Distinguished Budget Presentation Award.
