Discussion
The speed camera legislation enacted in January 2006 that authorized the City of Rockville to operate speed monitoring systems in Montgomery County requires that County Council provide a report to the Maryland General Assembly on the effectiveness of the technology by December 31, 2009. The City’s Photo Enforcement Unit has analyzed almost two full years of data to evaluate the City’s speed camera program. This data along with financial data provided from the Finance Department has been formalized in a written evaluation. The City’s report will be submitted to the Montgomery County government in August 2009 for inclusion in the report that Montgomery County will submit to the state legislature.

This is the first time this item has been brought before the Mayor and Council.

Fiscal Impact
There is no fiscal impact associated with this agenda item as it is a twenty (20) month evaluation of the speed camera program. However, there will be a fiscal impact to the speed camera program beginning October 1, 2009 due to new State law. The new State law changes the threshold speed limit from 11 miles per hour to 12 miles per hour, it limits the use of speed cameras in school zones to Monday through Friday from 6:00 am to 8:00 pm, and it restricts the annual amount of program revenue the City can retain to ten percent of the City's total revenues. This new law will likely decrease the total number of citations the City issues, thereby decreasing overall program revenues in FY 2010 and in future years.

Next Steps
The Police Department will forward the written evaluation report to the Montgomery County Office of Legislative Oversight immediately.
