Award Bid #13-10 for Construction of the Lakewood SWM Facility Retrofit.

Recommendation
Staff recommends that the Mayor and Council award Bid #13-10 to Global Equipment Excavating & Contracting, Inc. in the amount of $218,996.40 for the construction of the Lakewood SWM Facility Retrofit.

Discussion
Project Description
The construction project modernizes the existing regional SWM pond that is located on the property of Lakewood Country Club. Included in this project is the replacement of the corrugated metal riser with a concrete structure. The corrugated metal outfall pipe will be retained and lined to ensure the structural integrity of the pipe and extend its service life. In addition, a storm drain pipe that outfalls into the pond will be relocated and a forebay lined with interlocking concrete grid pavers will be constructed within the pond to facilitate regular maintenance efforts.

Background
The SWM facility was built in the early 1980s as a wet pond to provide regional benefit to the overall sub-watershed of the tributary to Watts Branch and to support the development of the National Lutheran Home, which is adjacent to Lakewood Country Club. As the facility is located on the Lakewood Country Club property, it is within a SWM easement. As part of this project, a SWM easement agreement between Lakewood, the National Lutheran Home, and the City has been amended and restated to provide construction access for this project and for future maintenance requirements from Veirs Drive, the nearest public road.

The improvements of this construction project were recommended in the 2001 Watts Branch Watershed Study. The retrofit, which brings the substandard pond into compliance with current SWM regulations, includes modernizing the pond to provide full channel protection storage (one-year, 24-hour extended detention) and full water quality storage for the 46-acre drainage area.

Staff has worked closely with both Lakewood Country Club and the National Lutheran Home to minimize the temporary construction impacts associated with the project.

Procurement Information
Bid #13-10 was solicited using the State of Maryland's e-Maryland Marketplace bid web portal. The solicitation also was posted on the City's Web site. In addition, the bid was sent out directly via e-mail to several vendors who have previously worked on SWM projects for the City.

Global Equipment Excavating and Contracting, Inc. (Global) presently serves as a sub-contractor performing mass grading operations and utility construction for the College Gardens SWM Pond Reconstruction Project. Staff also has checked references provided by Global for work performed and found them to be satisfactory.

Fiscal Impact
Funding for this project is provided in the FY10 Lakewood - SWM CIP (330-850-5A59-0426). Since prior appropriations provided only $198,000 for construction and inspection, a budget transfer for $75,000 was authorized from Storm Sewer Rehabilitation CIP (330-850-8A41-0426).

Next Steps
Purchasing Division will issue a contract to Global Equipment Excavation & Contracting, Inc. Construction is scheduled to begin on November 1, 2009 and be completed by March 31, 2010.
