Recommendation
Staff recommends that the Mayor and Council award Bid #76-08 to GranTurk Equipment Company, Inc., of Baltimore, Maryland, in the amount of $386,234 for two side-loading refuse and recycling trucks suitable for alleyway collections.

Discussion
The procurement of side-loading refuse and recycling trucks is in accordance with FY 2008 Capital Improvements Program budget, as amended by the Mayor and Council on August 6, 2007 as part of the City Vehicle CIP (230-850-1E01-0424, Refuse Fund). The purchase of these two vehicles also is consistent with the December 17, 2007 Mayor and Council decision to implement once-per-week refuse and recycling collection.

Specifically, these units will provide alleyway service to the Thomas and King Farm developments and similar areas locate throughout the City. Addressing concerns of homeowners, the automated side-loading refuse and recycling trucks are designed for maximum maneuverability in the restricted area associated with alleyway collections. Other factors such as noise levels, height restrictions, and automated operations were taken into consideration when developing the specifications for these trucks.

Staff coordinated with the King Farm External Affairs Committee, including discussions as well as product demonstrations.

Procurement Information
Bid #76-08 had 20 vendors electronically notified via e-Maryland-Marketplace bid web portal. Due to the specialization of this truck and the limited number of refuse and recycling body manufactures who feature this style of operation, few bids were anticipated. There was only one response that met the City's specification and one no bid entry.

Notes on Bid:
This bid is for a side-loading (suitable of alleyway collections), 14 cubic yard refuse and recycling truck that has fully-automated and semi-automated capability. The truck is a low profile unit equipped with dual steer configurations and features camera observation and rear motion sensors.

Reference:
GranTurk Equipment Company, Inc., have provided vehicles and equipment in the past meeting all City standards.

Adequate funding for this project is included in the FY 2008 Capital Improvements Program budget as part of the City Vehicles CIP (230-850-1E01-0424, Refuse Fund).
