Subject
Award of Bid #12-09 to SGX, Inc. in the amount of $437,470 for the construction of Fallsgrove Park.

Recommendation
Staff recommends award of a contract to SGX, Inc. of Frederick, Maryland in the amount of $437,470 for the construction of Fallsgrove Park. This award amount includes the base bid of $405,873, plus two recommended bid alternates (see Discussion section for details).

Discussion
This contract will provide for the construction of Fallsgrove Park, within the Fallsgrove Community adjacent to Thomas Farm Community Center.

The Base Bid includes the following project elements:

  • Construction of tennis courts
  • Asphalt pathways and connection to the Millennium Trail
  • Park pavilion
  • Picnic grove
  • Adult fitness cluster
  • Garden plots
  • Benches, picnic tables and grills
  • Earthwork
  • Electric and water connections

Staff recommends award of the following Bid Alternates:
  • Alternate #1 - $1,800 - Cupola for Pavilion
  • Alternate #2 - $29,797 - Landscaping

The land associated with the park as well as the existing play equipment was donated to the City by Fallsgrove Associates through the development process.
The award to SGX does not include the expansion of the playground, which is being bid separately and is estimated to cost $55,000.

Mayor and Council History
The Fallsgrove Park Project began with design funding provided by Mayor and Council in the FY 2007 Capital Improvement Program Budget. The Mayor and Council approved $692,485 for the design and construction of the Park. Approximately $60,000 for design and $632,485 for construction.The attached CIP sheet indicates all the funding was in construction, however there should be a design line showing $60,000, and the remaining $632,485 budgeted for construction.

Public Notification and Engagement
The City of Rockville, Recreation and Parks Department, carried out a significant citizen outreach process for the design of Fallsgrove Park. The outreach was initiated with a Resident Park Survey mailed to 1,467 residents within the Fallsgrove Community during January 2007. The survey offered residents the opportunity to prioritize features and amenities for the park. Two hundred and twenty-four residents responded to the survey. The second phase of the citizen outreach was an Open House held on September 25, 2007. The Open House presented the concept design prepared by Slater and Associates. Attendees were offered the opportunity to fill out a questionnaire and rate the design. As a result of the Open House and the numerous opinions concerning the appropriate park amenities, staff determined it was necessary to reach a greater population than attended the Open House. Staff prepared an on-line survey to allow the Fallsgrove community, as well as all Rockville residents, to vote on a limited number of amenities for the park. The final design takes into account all three phases of the citizen outreach and professional input from staff and the architect.

Boards and Commissions Review
The Recreation and Park Advisory Board has reviewed and approved the plans for Fallsgrove Park.

Procurement Information
Staff prepared and publicly bid IFB #12-09 in accordance with the City of Rockville Purchasing Ordinance Section #17-61. The IFB was advertised and available for down load from the City's web site. Bid information was electronically provided to 895 prospective bidders, fourteen of which were Rockville firms, via e-Maryland Market Place, the State of Maryland's internet based e-procurement system. Fiscal Impact
The estimate for this project was $500,000. There is sufficient funding in the Fallsgrove Park CIP project 420-900-1B61. This project is partially supported by funding from the Maryland Department of Natural Resources Program Open Space. The CIP sheet is attached and should reflect a budget of $60,000 for design and $632,485 for construction.

Next Steps
Purchasing to issue a contract to SGX, Inc. Project construction will begin in early March 2009. Construction should take approximately five months.
