Award Bid #40-08 for the construction of the Lewis Avenue Water Main Upgrade.

Recommendation
Staff recommends that the Mayor and Council award Bid #40-08 to Sagres Construction Corp. of Alexandria, Virginia in the amount of $863,950 for the construction of the Lewis Avenue Water Main Upgrade.

Discussion
Project Description:
The City of Rockville hired Pitometer & Associates to complete a study of the City’s water distribution system based upon demand through 2010. This study, entitled “Pitometer Report on the Water Distribution System,” was accepted by the Department of Public Works in 1994. The report recommended the Lewis Avenue project to upgrade fire flows within the Twinbrook community as well as the commercial property around Twinbrook METRO Station. The Lewis Avenue project also has been recommended in the draft 2007 Water Study prepared by Hazen and Sawyer, which projected demands out to 2030.

This construction project upgrades the existing 8-inch water main to a 12-inch water main along Lewis Avenue between Broadwood Drive and Halpine Road, totaling 4,610 feet of pipeline and some 6 and 8-inch water main improvements, totaling 200 feet of pipeline. The upgrade will increase fire flow capacity and provide water system redundancy by installing a trunk water main that runs parallel to Rockville Pike. This bid includes the replacement of 22 residential house connections that had been tested and found to have insufficient flow capacity.

This is the first time this item has been brought before the Mayor and Council.

Public Notification and Engagement
Residents and commercial property owners will be notified individually via neighborhood advisories at least two weeks in advance of starting this water main upgrade project.

Procurement Information

Staff prepared and publicly bid IFB #40-08 in accordance with Purchasing Ordinance 17-61 in December 2007. Bid information was provided to 27 prospective bidders, two of which were Rockville companies. Eleven bids were received.

Fiscal Impact
Adequate funding for this project is included in the FY08 CIP budget under project #210-850-9F34, Lewis Avenue - Water.

Next Steps
Purchasing to issue contract to Sagres Construction Corp. Work is anticipated to begin in April 2008 and continue for six months.
