Adoption of Resolution to confirm the authority of the City Manager to serve as and/or to designate one or more department directors and/or their designees to serve as the City's representative to sign certain documents related to grant funds for projects within the department's program area.

Staff recommends adoption of the Resolution.
Discussion
Various Federal, State and County agencies award grants for public projects and programs. The City of Rockville applies for and receives a number of grants every fiscal year. Many Federal, State and County agencies require that the Mayor and Council appoint a representative to sign grant related documents and to serve as the main City contact for grant projects and programs. The various City departments have the experience and knowledge to most efficiently and effectively evaluate, pursue and manage the grants awarded to the City.
This Resolution confirms the authority of the City Manager to serve as the City's authorized representative and for the City Manager to designate, at the City Manager's discretion, one or more department directors and/or their designees to serve as the City's representative for the following purposes:
- Signing grant applications and related documents, except for grant acceptance documents;
- Signing payment requests, reports and official correspondence pertaining to grants;
- Signing grant related reports;
- Signing grant amendment applications and related documents; and
- Serving as the main contact on grant projects.
The City Manager will continue to sign all grant acceptance documents.

There is no fiscal impact associated with this agenda item.
Next Steps
City staff will provide Federal, State and County agencies that award grants to the City of Rockville with the signed Resolution as needed to satisfy agency requirements and comply with the terms of grants and other funding.
