Mayor and Council Vision

Recommendation
It is recommended that the Mayor and Council consider the attached draft Mayor and Council Vision (Attachment A), and provide direction to the City Manager for next steps.


Change in Law or Policy
A new Vision would replace the current Mayor and Council Vision adopted in 2008. The Vision is an overarching strategic policy statement expressing the Mayor and Council's consensus view of how Rockville should be in ten years.

Discussion
At its meeting of May 10, 2010, the Mayor and Council directed the City Manager to prepare a draft Vision based on the January work sessions and previous drafting efforts. In providing this direction, the Mayor and Councilmembers expressed various ideas about the Vision's content and differing views about the need for a Vision. The Vision is an invaluable tool for the City Manager and the entire City administration, as described in Attachment B.

Mayor and Council History
Beginning in 2006, the Mayor and Council has participated in biennial consultant-assisted work sessions and developed a ten-year Vision. The 2010 work session took place January 15-16, 2010.

Next Steps
Provide direction to the City Manager. Adoption of the Vision by July 12, 2010 would allow for its inclusion in the Adopted Budget book. The inclusion of an adopted Vision is one of the standards used by the Government Finance Officers Association's for its Distinguished Budget Presentation Award.
