Support Letter For Ongoing Energy Efficiency Conservation Block Grant (EECBG) Funding in the American Power Act.

Recommendation
Approve letter for distribution.

Discussion
Inclusion of ongoing EECGB funding for cities to implement local programs that will increase energy efficiency and reduce greenhouse gas emissions is a high priority of the United States Conference of Mayors (USCM). They are very concerned that the “discussion draft” of the American Power Act (climate and energy bill) sponsored by Senators Jon Kerry (MA) and Joe Lieberman (CT) did not include ongoing EECBG funding. USCM is surprised about this development, as both bill sponsors had included ongoing EECGB funding in their previous climate and energy bills. USCM requested that member cities write their Senators and urge them to add ongoing funding for the EECBG program to the American Power Act.

In FY 10 (November 2009) Rockville was awarded $683,300 EECBG formula funding from the American Recovery and Reinvestment Act. The funds are programmed for the Pumphouse Facility Improvement ($208,500), the Senior Center Fitness and Exercise Facility Addition ($374,800), and LED Streetlighting ($100,000).

The City’s federal lobbyist indicated the earliest the bill would be debated on the Senate floor is mid July 2010.

Next Steps
If approved, staff will send the signed letter to Senator Cardin.
