Subject
Award of Contract for the Purchase of Three Refuse Trucks, in the Amount of $574,599 through National Joint Powers Alliance (NJPA) contract # 06012-ESG.

Recommendation
Staff recommends the Mayor and Council award NJPA rider contract #06012-ESG to Mid-Atlantic Waste System of Easton, MD in the amount of $574,599 for three 2014 Mack LEU612 trucks equipped with Heil PT1000 rear loader refuse bodies.


Discussion
The rear loading refuse truck is the main vehicle used in the collection of household waste and recycling products by the City's Refuse Department.

The procurement of the refuse trucks is in accordance with the Vehicles for City Use CIP (project #230-850-1E01, the Capital Projects Fund portion).

This is the first time this item has been brought before the Mayor and Council.

Procurement Information
This is a rider bid through the National Joint Powers Alliance (NJPA) which serves as a municipal contracting agency throughout the nation with competitively awarded contracts. The City's Purchasing Division has used this joint alliance for the purchase of goods and services in the past.

In accordance with Section 17-71(b) of the City Code, Cooperative Procurement, the City may contract with any contractor who offers goods, services, insurance or construction on the same terms as provided other state or local governments or agencies thereof who have arrived at those terms through a competitive procurement procedure similar to the procedure used by the City.


Fiscal Impact
Adequate funding for this project is included in the Capital Improvements Program budget as part of the City Vehicles CIP (230-850-1E01-0424, Refuse Fund).


Next Steps
Upon Mayor and Council approval, the Purchasing Division will issue a purchase order to Mid-Atlantic Waste System.
