Creation of a Financial Advisory Board
Staff recommends that the Mayor and Council continue the December 3, 2012 discussion and provide direction as needed on the creation of a Financial Advisory Board.
At the Mayor and Council meeting held on December 3, 2012, a majority of the Mayor and Council voted to approve in concept the formation of a City Financial Advisory Board (Board). The direction from the Mayor and Council was to continue the discussion with a proposal to be authored by Councilmember Newton, that would address and clarify the scope, duties and responsibilities of the new Board.
Attachment A reflects the Proposal as submitted by Councilmember Newton for the establishment of a City Financial Advisory Board.
Mayor and Council History
On December 14, 2009, the Mayor and Council approved the creation of a Finance and Budget Task Force chaired by Councilmember Mark Pierzchala. The Task Force issued its report on September 20, 2010.
On June 11, 2012, the Mayor and Council discussed a proposal from Councilmember Newton to establish a Financial Advisory Board. Staff was directed to schedule a follow up discussion once the new city manager was on board.
On December 3, 2012, the Mayor and Council continued their discussion on whether to establish a Financial Advisory Board (Board), and voted conceptually to establish a Board. Councilmember Newton was asked to bring back a revised proposal that clarified the scope, duties and responsibilities of the Board.
If the Mayor and Council agree to proceed with a Financial Advisory Board, staff will begin the process of seeking applicants for the new Board. Applicants will be solicited via Rockville Reports, Rockville 11, Facebook and the City's other appropriate communication tools. Following a review of applications, appointments to the Board will be made on a future Mayor and Council agenda.
