Proclamation Declaring November 2012 as Municipal Government Works Month

Recommendation
Read proclamation and present to Linda Moran, Assistant to the City Manager, who is the City's intergovernmental affairs representative.


Discussion
As the level of government closest to the people, local government offers its citizens the best opportunity to be heard and to influence the course of their community. Recognizing Municipal Government Works month is a good way to make Rockville citizens aware of their local government and the need to commit to participating, on any level.

Municipal Government Works Month is being promoted by the Maryland Municipal League (MML) in an effort to promote citizens' awareness of and interest in their local government. Recognizing Municipal Government Works Month is also one of the requirements that a city must meet in order to be designated a "Banner City" by the MML. The MML Banner City Program was established in 2007 and was designed to encourage and reward exceptional participation by Cities and Towns in MML programs and activities and to foster teamwork among municipal officials to achieve the program criteria. The Banner City program year runs from June 1 through May 25. The City of Rockville earned its first Banner designation by MML in June 2011, again in 2012 and is working towards its 2013 designation.
