Award of Invitation for Bid (IFB) 02-13, Social Hall Interior Renovation at the F. Scott Fitzgerald Theatre, Rockville Civic Center Park in the amount of $197,200

Recommendation
Staff recommends award of a contract to the lowest responsive and responsible bidder (North Point Builders, Inc.) in the amount of $197,200 for construction of new restrooms and food service area in the Social Hall, including the demolition of the current kitchen and restrooms. The recommended award includes the base bid amount of $194,000 and the addition of Alternate #1 in the amount of $3,200 for automatic flush valves and faucets in the restrooms.

Discussion
The project was designed by SWSG in 2009. Project funding was made available in FY 2013. The current Social Hall restrooms were last improved in the 1980's and the kitchen in the 1960's. The facilities are used by approximately 20,000 people annually.

Mayor and Council History
The project was first approved in the FY 2009 CIP. Architectural design was completed in 2009. Funding in the amount of $272,000 was approved for this project in the FY 2013 CIP. Any remaining funding will be used for contingency, furniture, and fit-out items.

Public Notification and Engagement
This project received public input during its initial design phase from the Theatre Users Group consisting of resident theatre companies: Rockville Little Theatre, Rockville Musical Theatre and Victorian Lyric Opera Company, plus representatives of other annual theatre users. The Civic Center Subcommittee of the Recreation and Parks Advisory Board also reviewed the project. The Civic Center Subcommittee is comprised of representatives from the Historic District Commission, the Cultural Arts Commission and the Recreation and Parks Advisory Board.

Procurement Information
Staff prepared and publically advertised IFB 02-13 in accordance with the City of Rockville Purchasing Ordinance Section #17-61. The bid was advertised on the City website and bid information was electronically provided to 850 prospective bidders via the eMaryland marketplace (the State of Maryland's internet based e-procurement system). Nineteen sealed bids were received and opened on December 4, 2012. The bid included the base bid and the addition of Alternate #1 for automatic flush valves and faucets in the restrooms.

A bid received from Tito Contractors was deemed non-responsive as the firm failed to acknowledge Addendum No. 2.

Reference checks for North Point Builders, Inc were favorable.

Fiscal Impact
Sufficient funds for this project are allocated in the F. Scott Fitzgerald Theatre Improvement CIP project 420-900-1D61 in the FY 2013 budget.

Next Steps
Upon approval by the Mayor and Council, the Purchasing Division will issue a contract to North Point Builders, Inc. Work is expected to begin in February 2013. The project is anticipated to take no more than six months.
